Marcos grants more power to regional development councils

MANILA, Philippines — President Ferdinand Marcos Jr. expanded the authority of regional development councils (RDCs) through an executive order (EO). 

In EO 32, Marcos said there was a need to reorganize the RDCs to strengthen them for socio-economic development on the regional level.

“The RDCs shall serve as the highest planning and policy-making body for socio-economic development in all regions of the country,” Marcos said in the EO. 

Each RDC will be composed of all provincial governors, all city mayors, select municipality mayors, chapter presidents of the League of Municipalities, private sector representatives, as well as one regional head from several national government agencies. 

These representatives must come from the National Economic and Development Authority (NEDA), Bangko Sentral ng Pilipinas, the Department of Agriculture and more.  

The president also directed NEDA and the Department of Budget and Management to issue guidelines for strengthening regional investment programming and budgeting.

“All central offices of government agencies are hereby directed to prioritize key RDC-endorsed programs, projects and activities in their investment programs and annual budgets, and provide feedback through their regional offices to the RDC on their actions relative thereto,” the EO said. 

The RDC will be led by a chairperson and co-chairperson, both appointed by the president.

The chair and co-chair will have the authority to oversee and direct the RDC’s activities.

An executive committee, made up of one-fourth of the RDC’s regular members, will also be established.

NEDA is tasked with crafting the necessary guidelines for the EO within 60 days of issuance, by January 28.

Funding for the initial implementation will be sourced from NEDA’s budget.
