ARTA employs tool for quality service delivery

THE Anti-Red Tape Authority (ARTA) has implemented the second phase of the Report Card Survey (RCS), designed to measure the quality of public service delivery by government agencies.

According to ARTA, the introduction of RCS 2.0 was in compliance with Republic Act 11032, also known as the Ease of Doing Business (EODB) Law.

RCS 2.0 collects feedback from the transacting public and translates the data into actionable insights to improve public service delivery across the country, the agency said in a statement sent to The Manila Times via Viber.

ARTA initiated the first phase of RCS in 2023, expanding its coverage to include 300 national government agencies (NGAs), 200 local government units (LGUs), 150 government-owned and -controlled corporations (GOCCs), 135 state universities and colleges (SUCs), 50 water districts, and 25 government hospitals — or 860 government offices nationwide, with 526 in Luzon, 150 in Visayas, and 184 in Mindanao.

Set to run from August to December 2024, the second phase of the survey, which would be conducted by a third-party provider, is expected to cover 904 government offices composed of 350 NGAs, 149 GOCCs, 200 LGUs, 130 SUCs, 25 government hospitals, and 50 water districts, Compliance Monitoring and Evaluation Office Director Grace Fernandez said.

The Civil Service Commission, Department of Information and Communications Technology and Philippine Statistics Authority (PSA) have expressed their support for the initiative, Fernandez said.

«The established rules on ease of doing business are instrumental in ensuring that public services are delivered in the most responsive way possible,» PSA Director for Legal Service Eliezer Ambatali said.

ARTA Director-General Ernesto Perez underscored the importance of participation in the survey.

«Your participation will be invaluable in analyzing feedback and driving improvements. Together, we can create a government that truly serves the Filipino people — a government that is responsive, transparent, and accountable,» Perez said.
