DAR and LRA Conduct National Enhanced E-Title Generation and Parcelization Data Assessment for Project SPLIT

The Department of Agrarian Reform (DAR) and the Land Registration Authority (LRA) conducted a significant enhancement in its electronic title (e-title) generation and issuance processes as part of the ongoing Project SPLIT (Support to Parcelization of Lands for Individual Titling) at Dakak, Dapitan City on August 5-6.

The initiative aims to streamline land titling procedures while ensuring environmental and social safeguards are in place. This is to promote sustainable and equitable land management practices across the country.

DAR IX Regional Director Ramon E. Madroñal, Jr. was glad for the presence of all participants nationwide. He thanked them for their dedication and commitment towards implementing Project SPLIT. “Let us make the most out of this opportunity to collaborate and share our expertise for the benefit of our agrarian reform beneficiaries,” he said.

Officials from the DAR Central Office were present alongside Regional and Assistant Regional Directors nationwide, including Director IV Lilibeth Lee (BLTI/ NDPD for Operations), Director Dennis G. Ramos (FMS/DNPD for Finance), and selected PARPOs.

Atty. Marvin Bernal, Regional Director of DAR Region IV-B and concurrent Overall Deputy National Project Director, gave the rationale of the activity. It was followed by discussions on the various accomplishments of all DAR Regional Offices in achieving targets from January to June 2024 and the remaining balances for CY 2024.

Additionally, a discussion on the synchronization of data between the Collective CLOA Inventory System (CCIS) and the Registry of Deeds (ROD) was also tackled. The dissemination and discussion of the guidelines for the new Parcelization Forms in Kobo Collect were made. It also collaboratively identified the most suitable tools for the project implementation.

The event was also graced by the presence of LRA Administrator, Honorable Gerardo Sirios; Atty. Kay Kari Ann J. Gerpis, Acting Project Manager II of LRA-CARP; Roman Skorzus, Digital Development Specialist; Mary Ann Botengan, Social Specialist; and Ma. Luisa Martinez, Environmental Specialist of the World Bank.
