Government employees near 2M mark

THERE are 1.973 million government employees distributed in 16 regions of the country, according to the latest Inventory of Government Human Resource (IGHR) report posted by the Civil Service Commission (CSC) as of June 30, 2023.

Of this number, 1.75 million are classified as career service personnel or those who passed competitive examinations and enjoy security of tenure while 221,325 are non-career or those with limited tenure and did not undergo merit-based testing.

In addition, the 2023 IGHR figures showed there were 832,812 job order and contract of service hires for the same period.

Based on data from previous years’ IGHR reports, the number of career and non-career personnel grew by 65,033 from 1.76 million in 2021 to 1.82 million in 2022. Between 2022 to 2023, there was an increase of 152,843.

Despite this expansion, CSC chief Karlo Nograles earlier pointed out that as of 2023 there were 200,889 career service positions open for applicants and 3,165 unfilled spots for non-career.

Classified by sex, male non-career personnel outnumbered females 129,615 against 91,710.

However, for those holding career positions in civil service, the 2023 data showed a different ratio with 997,978 females or 56.96 percent against only 753,997 males or 43.04 percent.

Females outnumbered males in 14 out of 16 regions in the combined number of career and non-career positions.
