MANILA, Philippines — Oriental Mindoro Gov. Humerlito Dolor and Vice Gov.
Eejay Falcon present a plaque of appreciation to Civil Defense administrator Usec. Ariel Nepomuceno in a ceremony recognizing response operations and efforts of government agencies and organizations in the first year of the Mindoro oil spill.
