Non-roadworthy vehicles being registered without inspection?

A ROAD safety advocate has filed a complaint with the Department of Transportation on alleged illegal actions by various Land Transportation Office (LTO) sites involving the registration of non-roadworthy motor vehicles without inspection.

Last August 22, Martin Nico Mendoza II, a road safety advocate and a member of the Philippine Transport Monitor (PhilTram), filed a complaint about the alleged illegal action of 18 LTO offices involving non-roadworthy motor vehicles being registered using the old LTO-IT system of the Land Transportation Office (LTO) without actually being inspected or a “No Show” during the vehicle inspection.

“No Show” is a term used to describe a scenario where a fixer or a group of fixers connive with unscrupulous LTO officials to register a motor vehicle that did not go through the required PMVIC inspection or a PETC emission test as well as the mandatory visual inspection conducted by duly authorized LTO inspectors.

In his affidavit, Mendoza alleged that this type of “No Show” has grown to a very large scale and involves at least 18 LTO Offices in NCR, Region 1, Region 3 and Region 5.

Named respondent is LTO chief Atty. Vigor Mendoza II.

Of the 18 LTO sites allegedly involved, 11 are in Metro Manila while seven other offices are located in Regions 1, 3 and 5.
