Angara wants RBPMS reviewed

EDUCATION Secretary Sonny Angara yesterday ordered the creation of a task force to review and study the implementation of the Results-Based Performance Management System (RBPMS).

This came a day after Angara issued Memorandum Order No.1 suspending “until further notice” the teachers’ submission of performance documents under the RBPMS.

He also extended the deadline for submission of the performance documents for the school year 2023-2024 until September 2024.

Under the memorandum, the submission for performance review and evaluation was moved to September 15, while the performance reward and development planning will be on September 30.

“I have instructed the Executive Committee of the DepEd to review and study the implementation of RPMS at the school level for the school year 2024-2025 to streamline, improve, and simplify its processes and requirements,” Angara said.

“Bubuo tayo ng isang task force upang araling simplehan at papadaliin ang requirement na ito (We will form a task force to study on how to simplify this particular requirement),” Angara added.

He said the order of the Civil Service Commission is clear – that these types of evaluation processes are needed.

But for non-school-based personnel in the DepEd Central Office, Regional Offices, and Schools Division Offices, the implementation of RPMS for the fiscal year 2024 will proceed as planned.

In suspending the submission of the RBPMS documents, Angara cited the concerns raised by teachers that its submission nearly coincides with the opening of classes this month, adding more burden to their job.

Last month, Malacanang ordered the suspension of the RBPMS and the Performance-Based Incentive System in the public sector due to duplication and redundancy issues that needed to be addressed first.

CASH ALLOWANCE

Angara also said the department will release P5000 in cash allowance, previously known as the “chalk allowance,” for public school teachers on July 29 in time for the opening of the new school year.

The amount is part of the P10,000 teaching allowance this school year under Republic Act No. 11997 or the “Kabalikat sa Pagtuturo Act which was signed by the President last month.
