Atty. Marilyn B. Barua-Yap Takes Oath as New Chairperson of the Civil Service Commission

October 25, 2024 – Atty. Marilyn B. Barua-Yap, formerly the Undersecretary for Special Concerns and External Affairs and Communication Operations at the Department of Agrarian Reform (DAR), was sworn in today, as the new Chairperson of the Civil Service Commission (CSC). Atty. Barua-Yap takes over the post previously held by Karlo Nograles, who stepped down to pursue his mayoral candidacy in Davao City.

The oath-taking ceremony took place at the Malacañan Palace, where President Ferdinand R. Marcos Jr., administered the oath of office. Atty. Barua-Yap will serve as the CSC Chairperson for a fixed term until 2029. In her new capacity, she will oversee the government’s efforts to maintain merit and fitness in the civil service and ensure that the principles of accountability, efficiency, and transparency are upheld in the public sector workforce.

Atty. Barua-Yap brings with her a wealth of experience in public service. Before her appointment to the CSC, she served as the Secretary-General of the House of Representatives under two separate Speakers—Feliciano Belmonte Jr. and Prospero Nograles. In these roles, she played a critical part in legislative administration and governance, ensuring the smooth functioning of the legislative process.

With her vast experience in both the executive and legislative branches, Atty. Barua-Yap is expected to lead the Civil Service Commission with integrity and a strong commitment to reform. Her tenure is anticipated to introduce initiatives aimed at further improving the quality of public service and strengthening the professionalism and responsiveness of government employees across all agencies.

The CSC, as a constitutional body, plays a key role in promoting professionalism, ethical standards, and excellence in public service in the Philippines.
