COA says PWD office of Bontoc LGU is unsuitable, flood-prone

THE Commission on Audit has recommended that the municipal government of Bontoc, Mountain Province undertake modifications of the proposed Persons with Disability Affairs Office (PDAO) at the basement of the Municipal Capitol since it is unsuitable for the purpose in its present state.

According to the audit team, the temporary office for PWDs located at the Senior Citizens’ Center is safer and more convenient as it is easily accessible at the ground level of the Bontoc Municipal Hall building.

They noted that the provisional offices had all the necessary features like ramps, support rails, dedicated parking slots, and wheelchair-friendly doors and restrooms.

On the other hand, to access the newer office, persons with disability would have to pass through the basement parking area presenting another hazard. The audit team likewise noted that the basement gets flooded during heavy rains.

“The proposed office …lacks the proper architectural facilities or structural features to enhance the mobility, safety, and welfare of Persons with Disabilities,” auditors noted.

They pointed out that under Section 25 of RA 7277 or the Magna Carta for Disabled Persons, national and local government offices are required to provide such facilities for the safety and convenience of PWDs.

The same safety and accessibility facilities are mandatory under the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2021-04.

Responding to the audit observations, the Municipal Disability Affairs Officer explained that the basement space is the only remaining spot available, lamenting that funding was limited to repainting, repair of faucets, lightings, and additional electrical outlets.

On the other hand, the Bontoc budget officer said the needed repairs have already been included in the supplemental budget for 2024.
