Comelec denies Lino Cayetano’s voter registration transfer. What’s next for his House bid?

MANILA, Philippines – The Taguig City‘s Commission on Elections (Comelec) Registration Board has denied former Taguig Mayor Lino Cayetano’s request to transfer his voter registration from the second district to the first district, where he intends to run for a congressional seat in the 2025 elections.

The Comelec’s decision said that the transfer applications of both Lino and his wife, volleyball player Fille Cainglet-Cayetano, were “disapproved for not having fully-satisfied the requirement of residency mandated by law.”

The decision stemmed from a petition filed by a city hall employee regarding the legitimacy of the Cayetanos’ registration transfer, according to Lino.

Lino said that he and his wife have had a house in Barangay Ususan in the first district since 2019, when he served as city mayor.

Comelec chairperson George Erwin Garcia told Rappler on Thursday, October 31, that it is premature to decide on whether Lino’s candidacy will be canceled given the pending appeal on the decision.

Lino’s camp also confirmed to Rappler on Thursday that they will file an appeal before the Taguig City Court. 

“Our faith in the courts and Comelec remains. We are confident that I will be running as [the] representative of Taguig and Pateros in the upcoming elections,” Lino said. 

“We will fight not only to uphold our right to vote in the first district but also to uncover who is behind the malicious campaign to hinder us from transferring,” Lino said.

Taguig Mayor Lani Cayetano, wife of Senator Alan Peter Cayetano, did not endorse her brother-in-law’s congressional campaign. In a separate event, Senator Cayetano was seen raising the hands of Lino’s political rival, reelectionist Taguig District 1 Representative Ricardo “Ading” Cruz. 

While initially considering a run for mayor, Lino stepped aside for his sister-in-law’s candidacy, opting instead for the congressional race. Despite not receiving Lani’s endorsement, Lino said that he still supports her bid for reelection.

Allan Cerafica is also vying for Taguig’s first congressional seat.
