Comelec to hold 2nd bidding for 2025 AES provider

NEARLY a month since declaring a failure of bidding, the Commission on Elections (Comelec) is set to make a second attempt to find a service provider for the Full Automation System with Transparency Audit/Count (FASTrAC) project that will be used in the May 2025 elections.

This as the Comelec – Special Bids and Awards Committee (SBAC) is set to close today the submission of proposals and open the bids for the second round of public bidding for the P18.8 billion project.

Based on Bid Bulletin No. 1, the Comelec-SBAC said all bids must be submitted on or before 9 a.m. Monday at the SBAC Secretariat Office located at the 3/F Annex Building of the Far East Managers and Investors Incorporated (FEMII) Building in Intramuros, Manila.

On the other hand, the bids shall be opened at 10:30 am at the convention hall of the Bureau of Treasury (BTR) at the 3/F of the Palacio del Gobernador Building also in Intramuros, Manila.

“Each bidder shall be allowed two representatives/watchers to observe the preliminary evaluation of each bid proposal submitted, due to limited space,” said the Comelec-SBAC.

It can be recalled that the Comelec-SBAC had declared a failure of public bidding for the FASTrAC project in the middle of December after the lone bidder, the Joint Venture of Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI), was deemed as ineligible.
