CSC: Report fixers, lazy government workers
MANILA, Philippines — The Civil Service Commission (CSC) has urged the public to report fixers and indolent government workers who refuse to act on valid requests for documents or services without justifiable cause.
In its quarterly magazine The Civil Service Reporter, the CSC enumerated acts and omissions that can be considered violations of Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act.
Government workers who refuse, without due cause, to accept applications or requests with complete requirements must be reported to the CSC’s feedback and assistance arm, Contact Center ng Bayan (CCB).
Imposition of additional requirements and costs not listed in the concerned agency’s Citizen’s Charter must also be reported.
Inefficient government employees must be reported for their failure to render services and failure to provide written notice of the disapproval of an application or request, the CSC noted.
Failure to attend to applicants and failure or refusal to issue official receipts are violations of RA 11032.
Fixing and collusion with fixers should also be reported.
Violation of RA 11032 is an administrative liability, punishable with a six-month suspension on the first offense and dismissal from the service, disqualification from holding public office and forfeiture of retirement benefits on the second offense.
“Criminal liability shall also be incurred through the commission of bribery, extortion or maliciously soliciting favor in cash or in kind. The Penal Code and other special laws shall also apply,” the CSC said.
