Ingrid Power to cease operations

MANILA, Philippines — Ingrid Power Holdings Inc. (IPHI), a 150-megawatt high-speed diesel plant in Pililla, Rizal, is set to cease operations at the end of May.

The diesel units are owned and operated by British company Aggreko International Projects Ltd. and are leased by IPHI, a joint venture between ACEN and Marubeni Corp.

Aggreko recently informed IPHI, the Department of Energy (DOE) and the Energy Regulatory Commission (ERC) about the imminent shut down and pullout of the units, given the non-approval of the bidded tariff rate for the Ancillary Services Purchase Agreement (ASPA) awarded in the competitive selection process (CSP) conducted by the National Grid Corp. of the Philippines (NGCP) last year.

Aggreko will suspend energy dispatch by May 31 and pull out its units by June 30.

IPHI signed an ASPA with NGCP last April 2023 based on a CSP that has been approved by the DOE. IPHI immediately filed an urgent motion for reconsideration, which is pending with the ERC.

The Ingrid plant has been providing critical services to the Luzon grid since October 2021, and has been helping stave off severe power outages especially during the past three months, with persistent yellow and red alerts in the system.

Ingrid has maintained 100 percent availability during the peak summer months from March to date.
