Project SPLIT: Caraga RPMO kicks off 3-day roll-out of Harmonized ESMF Forms
In a significant move towards streamlining and enhancing the efficiency of the Support to Parcelization of Lands for Individual Titling aka Project SPLIT, the Regional Office of DAR Caraga commenced its 3-day roll-out of the Harmonized Environmental and Social Management Framework (ESMF) Forms on May 15, 2024 at Hotel Oazis, Butuan City.
This harmonization sought to simplify the much-needed forms in Project SPLIT such as the CARPer LAD Form 70-B, ESMF 1 and ESMF 2, used to validate annotated agrarian reform beneficiaries (ARBs), are now fused into the new Parcelization Form 1. Meanwhile, ESMF 3A and ESMF 3B are also harmonized to become Parcelization Forms 2 and 3, respectively.
Headed by Regional Director Atty. Merlita S. Capinpuyan, this activity involved the attendance of all Provincial Agrarian Reform Program Officers (PARPOs) and their respective Municipal Agrarian Reform Program Officers (MARPOs) as the main field implementers.
RD Capinpuyan, during her message, expressed that issues encountered by the Field Validation Teams (FVTs) on the ground will be addressed. She is also positive that the roll-out will help in aligning the targets with the actual accomplishments.
She continued further by saying, “I am confident that through this activity our PARPOs, and especially with the MARPOs present now, will be able to fast-track the implementation of Project SPLIT. There will be certain revisions made to adapt to the project’s extension, particularly in preparation for those ARBs who are not yet part of a cooperative.”
As such, OIC-Chief Agrarian Reform Program Officer (CARPO) Hermegina M. Gabor of the DAR-13 Support Services Division (SSD), first presented the Environment and Social Safeguards (ESS) Accomplishments from March 2021 to May 6, 2024. The respective PARPOs were called to answer questions raised concerning the data presented.
Afterwhich, representing the Project SPLIT Central Project Management Office (CPMO), OIC-Assistant Director Elizabeth Z. Villapando of the Bureau of Land Tenure Improvement (BLTI), detailed this roll-out's rationale, objectives, and methodology.
Dir. Villapando explained that this was conducted to prepare the field
