2 dead, 1M affected due to shear line, LPA — NDRRMC

Metro Manila (CNN Philippines, November 26) — Two people were reported dead while more than a million were affected by the combined effects of the shear line and a low-pressure area (LPA), disaster officials said on Sunday.

Both deaths, which are still for validation, along with a reported injury, were recorded in Eastern Visayas, according to the National Disaster Risk Reduction and Management Council's (NDRRMC).

The NDRRMC said a total of 1,003,271 persons were affected in seven regions, including Calabarzon, Mimaropa, Bicol, Eastern and Western Visayas, Northern Mindanao, and Caraga.

A total of 270 houses were damaged, with 45 totally destroyed.

Agricultural damage reached P119,897,021, with 5,414 fisherfolk and farmers affected.

Meanwhile, 60 municipalities experienced power outages, four areas had communication line interruptions, and one city's access to water supplies was affected.

Classes were suspended in 180 different municipalities while 32 towns implemented work suspensions.

The Department of Public Works and Highways (DPWH) — Eastern Visayas reported that damage to public infrastructure due to flooding and landslides reached P468 million.

The regional office said it needs P716 million to rehabilitate and reconstruct all damaged infrastructures.

As of Sunday, at least 17 roads in Eastern Visayas were reported damaged.

The LPA entered the Philippine Area of Responsibility east of Northeastern Mindanao on Nov. 17 and brought heavy rainfall over the Eastern Visayas and Caraga.

It dissipated on Nov. 19 but the shear line — where cold air from the northeast interacts with warm air from the Pacific Ocean — continued to bring rains over portions of Mimaropa, Bicol, and Western and Eastern Visayas.
