2 MMDA aides arrested for illegal use of police badge

OPERATIVES of the PNP Highway Patrol Group (HPG) have arrested in Paranaque City two aides of the Metropolitan Manila Development Authority (MMDA), who were serving as escorts of Sen. Francis Tolentino, for misrepresenting themselves as policemen.

The two, Teofilo Labsan Padilla, 64; and Jonathan Alames Pacle, 42, are facing charges of usurpation of authority and violation of Article 179 of the Revised Penal Code for illegal use of uniform or insignia.

An HPG report said its operatives flagged down the aides at around 7 p.m Wednesday along Diokno Avenue, corner Aseana Avenue, after their motorcycles were seen with unauthorized accessories and devices, specifically blinkers and sirens.

HPG personnel, during inspection, later saw the markings “POLICE” and “Master Rider’s Badge” on the motorcycle’s windscreen and both sides of the saddle box.

Col. Neil Francia, HPG National Capital Region director, said the two were authorized to provide escort to Tolentino, a former MMDA chairman.

“Their violation is the police markings (on their motorcycles). Their MMDA motorcycles had police markings in front,” said Francia.

“Their mission is legitimate,” he added.

Asked if Tolentino was aware of the PNP markings on the apprehended MMDA vehicles, Francia said, “I am not sure but he is authorized (to have escorts).”

“This will serve as a strong message for everybody that the PNP… is very serious to eliminate any kind of illegal activity,” said Francia.

Tolentino yesterday said the police should investigate the source of decals attached to the motorcycles.

“The apprehended motorcycles are property of the MMDA. This is an internal MMDA matter.

My office does not have any control as to what markings they attach on their vehicles or even their helmets or belts,” Tolentino said in a statement.

“No violation of existing laws relative to insignias was committed as the stickers were not attached to their uniforms. I want to assure the public that I supported the authorities involved in the investigation conducted,” he added.

“My sincerest apologies to the pubic who I always strive to serve with integrity and transparency and those concerned agencies affected,” he also said.
