DAR Partners with DBM to Advance Digitalization Initiatives

The Department of Agrarian Reform (DAR) has taken a significant step forward in its digitalization efforts by partnering with the Department of Budget and Management (DBM).

This collaboration aims to enhance DAR's information technology (IT) capacity and formulate a roadmap for automating its business processes, in line with President Ferdinand Marcos, Jr.’s national directive to digitalize government operations and improve service delivery.

DAR's Finance, Management and Administration Office, led by Undersecretary Lani C. De Leon, held a crucial meeting with DBM Assistant Secretary for Information and Communications Technology Group Gerardo E. Maula at the DAR Central Office.

"DAR is committed to full digitalization through strategic convergence. Our partnership with DBM is a crucial step towards enhancing our service delivery and ensuring that the agrarian reform beneficiaries (ARBs) receive timely and efficient support,” De Leon said.

The meeting directly resulted from the initiatives spearheaded by De Leon, DAR Foreign Assisted and Special Projects Office Assistant Secretary Josef Angelo S. Martires, and the Administration and Management Information System Office of the DBM.

During the meeting, the participants identified a shared roadmap for both departments, focusing on fostering an inter-agency partnership to support President Marcos' digitalization agenda.

DAR Management Information Systems Service (MISS) Director Artemio L. Dumaoang presented the agency's information and communication technology (ICT) plans and programs, highlighting the department's in-house information system initiatives.

DAR Secretary Conrado M. Estrella III has earlier emphasized the importance of digitalization in achieving the department's nine land reform priorities, particularly the swift delivery of agrarian programs and services. This digital transformation is expected to significantly benefit the ARBs by supporting their pursuit of productive livelihood and sustainable businesses.

Estrella noted that the collaboration marks a pivotal moment in DAR's journey towards modernizing its operations and reinforcing its dedication to the agrarian community. By leveraging technology
