Marcos freezes fines on e-bikes in Metro

(UPDATE) PRESIDENT Ferdinand Marcos Jr. on Thursday ordered the Metropolitan Manila Development Authority (MMDA) and all local government units (LGUs) to halt imposing fines and impounding e-bikes, e-trikes and other affected vehicles using national roads in Metro Manila.

The President gave a one-month grace period to e-bikes, e-trikes and other affected vehicles on the second day of the ban.

In a statement posted on his social media, the President said owners and users of e-bikes and e-trikes must give them ample time to be informed about the ban.

«Today, I ordered the MMDA and LGUs in Metro Manila to give a grace period to e-bikes, e-trikes and other affected vehicles plying the roads of Metro Manila,» Marcos said.

«We need to give enough time for a wider dissemination of information on the implementation of the ban,» he added.

Marcos said that e-trikes, e-bikes and other affected vehicles are still disallowed on national roads.

«The grace period covers no ticketing, fines and impound of e-trikes,» the President said.

«If they are flagged, this would be for them to be properly taught on the roads they may use, and remind them of the new regulations being implemented to intensify road safety and order,» he added.

On March 11, the MMDA announced the implementation of Regulation 24-022 or the prohibition of e-bikes, e-trikes, tricycles, pedicabs, pushcarts, and «kuliglig» from traversing national roads, circumferential roads and radial roads in Metro Manila beginning April 15.

The regulation is based on the Department of the Interior and Local Government's Memorandum Circular 202-036 and 2023-195 as well as the Land Transportation Office Administrative Order 2021-039 or the Consolidated Guidelines in the Classification, Registration and Operation of All Types of Electric Vehicle.
