Surigao del Sur’s CAHATAG ARC dev’t plan undergoes regional agrarian task force deliberation

The Regional Agrarian Reform Community Task Force or RARCTF, chaired by OIC-Assistant Regional Director, Joie L. Ceballos, convened on June 13, 2024, to deliberate on the updated development plan for the Cahayagan-Tagcatong (CAHATAG) Agrarian Reform Community (ARC) located in Carmen, Surigao del Sur.

An ARC Development Plan is an initiative of DAR adopted to maximize the resource allocation, complementation, and mobilization of interventions to a critical mass of agrarian reform beneficiaries (ARBs).

As such, this updated development plan of the CAHATAG ARC of Carmen, outlines a strategic vision for 2025 until 2030, that aims to uplift the socio-economic conditions of ARBs.

Composing this task force consisted of various sector chiefs of the regional office to properly represent and assess the multi-sectoral approach of the ARC development plan. It includes from the land tenure improvement division, legal services, and of course, the support services division.

Municipal Agrarian Reform Program Officer (MARPO) Yolanda Diaz presented the Development Plan, showcasing a variety of activities and sub-projects. Highlights of the five-year investment plan of Carmen ARC include the development of viable livelihood opportunities, implementation of modern farming techniques, promoting sustainable agricultural practices, and ensuring long-term food security.

ARDA Ceballos appreciated the comprehensive narrative presented and emphasized the significance of foundational activities related to Gender and Development (GAD).

“I recommend focusing on GAD activities intensively during the first two years. In the subsequent three years, integrate livelihood or income-generating opportunities for women. This practical focus will enhance the overall impact of the development plan, “ARDA Ceballos stated.

Additionally, capacity-building programs centered on financial literacy, entrepreneurship, and cooperative management were highlighted as key components to empower ARBs to manage their resources effectively.
