DBM lauds Congress for ratification of NGPA

MANILA, Philippines — Budget Secretary Amenah Pangandaman lauded Congress for ratifying the New Government Procurement Act (NGPA) on Wednesday.

Both the Senate and the House of Representatives ratified the bicameral report, reconciling disagreeing provisions of Senate Bill 2593 and House Bill 9648.

«The ratification of the NGPA is a testament to Congress' commitment to serve the best interest of the Filipino people and to heed the President's call to enact a new procurement law that is responsive to the needs of the times,» Pangandaman said in a statement.

«As the NGPA inches closer to becoming a law, we are set to implement a transformative reform that will promote greater efficiency in the implementation of projects and purchase of goods and supplies,» she added.

Pangandaman also thanked previous and current Senate Presidents Juan Miguel Zubiri and Francis Escudero, Senator Juan Edgardo «Sonny» Angara, as well as Speaker Martin Romualdez and House Committee on Revision of Laws chairman Rep. Edward Maceda for their efforts in ratifying the measure, calling it a «huge step» in aligning with the Bagona Pilipinas platform of President Ferdinand Marcos Jr.

According the DBM, the NGPA, which is considered a priority by the Legislative Executive Development Advisory Council, will amend the decades-old Republic Act (RA) 9184 or the Government Procurement Reform Act.

The Budget department also said the NGPA has new modes of procurement and would adopt the principle of sustainable procurement for environmental purposes.

«The NGPA introduces new procurement modes, including competitive bidding, limited source bidding, competitive dialogue; unsolicited offer with bid matching; direct contracting; direct acquisition; repeat order; small value procurement; negotiated procurement; direct sales; and direct procurement for science, technology and innovation,» according to the DBM.
